法国印度洋战略立足点探析

摘　　要：印度洋的主要交通要道连接着印太和欧洲等地的世界经济引擎,其战略地位不言而喻。作为世界大国之一的法国在印度洋地区的身份具有特殊的两重性。法国既是印度洋地区的主权国家,同时也是参与印度洋地区事务的域外大国。法国独特的地缘战略位置使其历来有着海陆两方面的抱负:一方面希望在欧洲大陆上成为领导者角色,另一方面希望在海上拓展、实现殖民野心。法国的全球殖民体系虽然早已没落,但其在印度洋地区仍拥有一个“隐形海上帝国”。法国与印度洋周边国家保持良好的军事合作关系,除能扩大达索公司、空中客车等军工企业的军事销售额外,还能提升法国在中东、东非等印度洋西岸地区的外交介入能力和危机应对能力。新冠疫情的爆发使本已低迷的法国经济更是雪上加霜,同经济快速发展的亚洲新兴经济体合作符合法国的国家利益和全球利益。由于其特殊身份和国家战略利益,法国在印度洋西南地区、西北地区和东部地区实行的政策具有不同的针对性。法国的印度洋战略主要基于3个立足点来展开,即维护法属印度洋领土的和平与繁荣,增强法国在区域和全球的国际竞争力;与印度洋周边国家保持良好的军事合作关系,在这一发展潜力巨大的战略区域开发中占据有利地位;同该地区经济高速增长的亚洲新兴经济体保持良好合作关系,实现法国国内经济恢复和较快发展。The main traffic arteries of the Indian Ocean are connected with the world economic engines of Indo-Pacific and Europe, and its strategic position is self-evident. Among the world’s great powers, France, as a medium-sized power, has a special dual identity in the Indian Ocean region. France is not only a sovereign state in the Indian Ocean region, but also an extra-regional country participating in the affairs of the Indian Ocean region. Because of its unique geostrategic position, France has always had both sea and land ambitions: on the one hand, it hopes to become a leader in the European continent, and on the other hand, it hopes to expand at sea and realize its colonial ambitions. Although France’s global colonial system has long declined, it still has an “invisible maritime empire” in the Indian Ocean. Maintaining a good military cooperation relationship with countries around the Indian Ocean of France can not only expand the military sales of military enterprises such as Dassault Company and Airbus, but also enhance France’s diplomatic intervention ability and crisis response ability in the west coast of the Indian Ocean such as the Middle East and East Africa. The outbreak of COVID-19 has made the already depressed French economy worse. It is in France’s national and global interests to cooperate with emerging Asian economies with rapid economic development. Due to its special status and national strategic interests, France has carried out pertinent policies in the southwest, northwest and east regions of the Indian Ocean with different targets. France’s Indian Ocean strategy is mainly based on three footings, namely, maintaining peace and prosperity of the French territory in the Indian Ocean and enhancing France’s international competitiveness in the region and the world;maintaining good military cooperative relations with countries around the Indian Ocean so as to secure a favorable position in the future development of this strategic area with great potentials;maintaining good cooperat
