摘 要:为探究农村集中式供水评价体系及其评价指标间的关系,从制度、管理、服务、保障、经营五个维度,筛选出19项核心评价指标。将决策实验室分析法(DEMATEL)和解释结构模型(ISM)集成,用以分析各指标间的复杂影响关系和影响度,建立了农村集中式供水评价指标体系的多级递阶解释结构模型。结果表明,人员管理为最重要的根源因素,用户满意度为最关键的深层因素,水费收缴率为最紧要的表层因素。研究结论为农村供水评价方法的改进、风险因素的管控提供了理论指引。The purpose of this paper is to study the evaluation system of rural centralized water supply project(RCWSP) and the relationship between its evaluation indexes. Therefore, 19 core evaluation indicators were screened out from five dimensions: institutions, administration, service, safeguards and operation. The relationship analysis model of RCWSP grounded on decision-making trial and evaluation laboratory(DEMATEL) and interpretative structural modeling(ISM) was established, and thereby the sophisticated relationship and influence degree between indicators were analyzed. The multilevel hierarchical interpretation structure model was established. The results show that the staff management, customer satisfaction, and water charge collection rate are the most influential root factors, deep factors, and surface factors, respectively. The study provides theoretical guidance for the improvement of evaluation methods and the management and control of risk factors in RCWSP.
