摘　　要：数字技术革新可赋能体育公共服务治理范式变革,推动体育公共服务迈向整体性治理并消解碎片化问题。运用文献资料、逻辑分析等研究方法,结合数字化转型的时代背景,剖析体育公共服务的碎片化问题,理清数字化与体育公共服务整体性治理的价值关联,从政府、社会、个体维度探明数字赋能体育公共服务整体性治理的运行机制,并提出实施策略。研究认为数字赋能体育公共服务整体性治理的运行机制涵盖公民行为赋权、政府职能调整、社会利益关系平衡等内容。需要从补齐数字政务的制度缺口、挖掘平台动态性服务场景、提高关键利益主体参与度、合理规避技术系统性风险等方面发挥数字化优势,以实现体育公共服务整体性治理。Digital technology innovation can enable the transformation of the governance paradigm of sports public service,promote the overall governance of the sports public service and eliminate the problem of fragmentation.Adopting literature and logical analysis,under the background of digital transformation,this paper studied the fragmentation of sports public services,clarified the value relationship between digitalization and the holistic governance of sports public services,explored into the operational mechanism of the holistic governance of digital enabling sports public services from aspects of government,society and individuals,and put forward implementation strategies.The research showed that the operation mechanism of the holistic governance of digital empowerment sports public service covered the empowerment of citizen behavior,the adjustment of government functions,the balance of social interests and so on.It was necessary to give full play to the digital advantages from the aspects of filling the system gap of digital government,mining the dynamic service scenarios of the platform,improving the participation of key stakeholders,and reasonably avoiding the systematic risks of technology so as to realize the overall governance of sports public services.
