摘　　要：非中规进口汽车作为我国打破品牌经销商垄断进口汽车销售市场并控制汽车及零配件价格的有益结构性补充,从出现以来就备受社会各界的关注。非中规进口汽车给予了消费者更多的选择空间,促进了进口汽车市场的合理化竞争,破除了中规车的价格垄断,给普通民众带来了切实的实惠。在其发展过程中,认证制度起到了关键支撑的作用,在过往的认证和监督监管实践中发现,存在多头部门管理且管理要求不一、进口主体散而小,行业内水平参差不齐、行业自律性不强等亟需解决的问题。本文通过对我国非中规进口汽车认证制度发展的发展历程的解读,复盘非中规进口汽车认证制度发展过程的经验与教训,提出未来非中规进口汽车发展的建议。As a beneficial structural supplement to break the monopoly of brand dealers on the imported automobile sales market and control the prices of automobiles and spare parts in China,non-regulated imported automobile has attracted a great attention from various circles of society since its appearance.Non-regulated imported automobile provided consumers with more choices,promoted reasonable competition in the imported car market,broke the price monopoly of imported cars,and brought tangible benefi ts to ordinary people.In the process of its development,the certifi cation system has played a major supporting role.In the past certifi cation and supervision practices,it has been found that there are many problems that need to be solved,such as multi-department management with diff erent management requirements,scattered and small import subjects,uneven level in the industry and weak self-discipline,etc.Based on the interpretation of the development course of China's non-regulated import automobile certifi cation system,this paper reviews the experience and lessons of the non-regulated import automobile certifi cation process,and puts forward some suggestions on the development of non-regulated import automobile in the future.
