复合治理:“双循环”新发展格局下地方营商环境优化路径——以“川渝陕黔云桂”为例

摘　　要：优化营商环境有助于激发市场活力和增强创新动力。双循环新发展格局下,营商环境是助推经济高质量发展、拓展开放型经济和驱动制度改革的前置条件。通过比较分析,发现“川渝陕黔云桂”六省份的营商环境发展状况呈现马太效应,多层次协同推进亟需加强。鉴于此,基于西部现实情境,运用复合治理分析框架,共时性发挥多场域、多机制和多层次的融合联动。即以省域为单位进行善治是跨域治理之基点,省域之内协调推进(点),省域之间有效协同(线),区域内外互动协作(面),“政市社”合作共治体,“点线面体”统筹推进,构建起政府有限有为、市场开放有效、社会担当共治的体制机制,助力营商环境优化升级。Optimizing business environment helps to stimulate market vitality and enhance innovation power.Under the new development pattern,business environment is the precondition to promote high-quality development,expand the open economy and drive the institutional supply-side reform.The comparative study finds that the development status of business environment in the six provinces is showing the Matthew effect,and multi-level coordinated promotion urgently needs to be strengthened.In view of this,based on the realistic situation in the western region,this paper uses the composite governance analysis framework,and synchronically exerting the integration and linkage of multi-field,multi-mechanism and multi-level.That is,good governance with the province as a unit is the basic point of cross-regional governance,implementing the coordinated advancement within the province(point),building effective collaboration between the provinces(line),strengthening the collaboration and interaction inside and outside the region(surface),and promoting the“government,market and society”cooperative governance.The“point,line,surface and body”will be promoted in a coordinated manner to build an a system and mechanism with limited government performance,open and effective markets,and social responsibility for co-governance,so as to promote the optimization and upgrading of the business environment.
