摘　　要：基于2004~2019年中国266个地级市数据,实证分析外资准入负面清单缩减对中国在FDI“稳存量”与“扩增量”目标实现中的现实作用。研究发现:外资准入负面清单缩减对FDI流入具有促进效应;这种促进作用对中西部的城市与城市群中的城市更加强劲;负面清单缩减对FDI的促进效应不仅体现在“集约边际”扩展,更体现在“广延边际”扩展;市场化程度提升发挥了有效传导效应。因此,应继续合理缩减外资准入负面清单,优化相关配套措施,构建统一开放,竞争有序的全国市场,从而更好地释放市场准入门槛降低对稳定利用FDI的政策红利。Based on the data of China’s 266 prefecture-level cities from 2004 to 2019,this paper empirically analyzes the realistic role of reducing the negative list of foreign investment access on the realization of China’s goal of“stabilizing the stock”and“expanding the increment”of FDI.It’s found that:The reduction of negative list of foreign investment access has a promotion effect on FDI inflow.The promotion effect is stronger in cities belonging to the central and western regions and urban agglomeration.The promoting effect is not only reflected in the expansion of“intensive margin”,but also in the expansion of“extensive margin”.And the promotion of marketization has played an effective transmission effect.Therefore,we should continue to reasonably reduce the negative list of foreign investment access,optimize relevant supporting measures,and build a unified,open and orderly national market,so as to better release the policy dividend of stable utilization of FDI by lowering the market access threshold.
