摘　　要：构建双向固定多期双重差分模型,实证研究撤县设区对城市经济效率的作用效果及其动态演进规律和异质性特征。结果表明:撤县设区对城市经济效率具有显著促进作用,在控制其他变量后,可以使城市经济效率提高约0.036。从动态效应看,撤县设区在实施后的第4年开始显著促进城市经济效率提升,且作用程度总体呈上升趋势;与对经济产出的影响相比,该结果具有滞后性和长效性。政府调控能力和市辖区首位度在撤县设区与城市经济效率的关系中均发挥着显著正向调节作用,且撤县设区的政策效果对上述两个因素高度依赖。因此,应建立健全行政区划调整的规范标准与审批机制,因地制宜布局撤县设区工作。同时,协同发挥政府调控职能和市场调节作用,缩短政策响应时间,保障和增强行政区划调整的政策实施效果。Based on the DID model,this paper empirically studies the effect of city-county merger on cities’economic efficiency,as well as its dynamic evolution law and heterogeneity characteristics.Results show that the city-county merger significantly promotes cities’economic efficiency.After controlling other variables,the cities’economic efficiency increases by about 0.036.From the perspective of dynamic effects,the city-county merger contributs significantly to the cities’economic efficiency in the 4 th year after implementation,and the overall effect shows a upward trend,with lagging and long-lasting effects.The government’s control capacity and the primacy of municipal districts both play a significant positive role in the relationship between the city-county merger and cities’economic efficiency.The policy effects of the city-county merger highly depends on the above factors.Therefore,it is necessary to improve the standard criteria and approval mechanism of administrative division adjustment,and layout the work of city-county merger according to local conditions,to coordinate government regulation and market regulation to reduce policy response time and enhance the effect of policy implementation of administrative division adjustment.
