摘　　要：“双循环”新发展格局下,聚焦数字贸易高质量发展,探索形成稳健、深入的数字经济推进路径,有助于中国更好实施“走出去”战略。研究发现,中国数字贸易在政策、规模、新业态与内容服务方面均展现出良好潜力,但在国际市场、政策环境、基础保障与企业竞争力等领域仍面临突出短板。“十四五”时期,国家对数字贸易发展速度、出口结构、产业竞争与企业转型提出新要求。因此,应积极参与数字贸易国际规则制定,贡献数字贸易规则“中国方案”;加强数字基础设施建设,培育数字贸易“独角兽”企业;加快数字技术与产业、贸易融合,培植数字贸易新模式新业态;开展数字自由贸易区建设,提升数字贸易便利化水平,促进数字贸易高质量发展。Under the dual circulation development pattern,focusing on the high-quality development of digital trade and exploring a steady and in-depth promotion path of digital economy will help China better practice the“going global”strategy.The study finds that China’s digital trade has released good potential in terms of policy,scale,new business formats and content services,but it has shortcomings in the international market,policy environment,basic guarantees,and enterprises.The state has put forward new requirements for the development speed of digital trade,export structure,industrial competition and enterprise transformation during the 14 th Five-Year Plan Period.In order to promote the high-quality development of digital trade,it is necessary to actively participate in the formulation of international rules for digital trade to contribute to the China digital trade rules program;strengthen the construction of digital infrastructure to foster digital trade unicorn enterprises;speed up the digital technology to assimilate into industry and trade so as to cultivate new format and model of digital trade;construct the digital free trade zones to improve the level of digital trade.
