佛得角圣文森特岛海洋经济发展现状、问题与思路建议

摘　　要：圣文森特岛是佛得角共和国向风群岛的重要岛屿,海洋资源是圣文森特岛最大的优势,但是目前开发利用程度不高,资源优势没有得到充分发挥。佛得角政府希望通过圣文森特岛海洋经济特区规划的编制与实施,进一步加强与中国政府和企业的深层次战略合作。通过对佛得角圣文森特岛海洋经济发展现状的考察与分析,提出圣文森特岛应依托区位、资源、市场、环境等方面的优势和发展潜力,重点围绕港口建设、修造船业、海洋渔业、海洋旅游业、可再生能源等领域,加强基础设施能力建设,增强本岛经济发展内生动力,强化与北部岛屿的经济联系,提升区域竞争力和辐射带动能力。Sao Vincent island is an important island in the Windward Islands of the Republic of Cape Verde.Marine resources are the biggest advantage of Sao Vincent,but the current level of development and utilization is not high enough,and the resource advantages have not been fully utilized.The Cape Verdean government hopes to further strengthen the strategic cooperation with the Chinese government and enterprises through the preparation and implementation of the Sao Vincent marine Economic Special Zone Planning.Through the investigation and analysis of the current situation of marine economic development of Sao Vincent island in Cape Verde,it is proposed that Sao Vincent island should rely on the advantages and development potential of location,resources,market and environment,focus on the areas of port construction,shipbuilding,marine fisheries,marine tourism and renewable energy,strengthen the infrastructure capacity-building,enhance the endogenous power of the island’s economic development,strengthen economic connection with the northern islands,and enhance regional competitiveness and radiation-driven capabilities.
