摘 要:农业科技创新在保障粮食生产安全、提高农民生活水平、推动农业现代化建设、提升国家农业产业核心竞争力等方面都有着至关重要的作用。近年来,我国农业科技投入的水平不断提高,但投入效果与国际水平相比仍有较大差距。文章依据公共风险逻辑构建了农业科技投入体制分析框架,解释我国农业科技投入体制存在的问题。基于此,提出从明晰央地农业科技研究责任、加强农业科技基础性研究、构建企业参与农业科技投入的激励机制、完善农业科技投入评估体系和促进农业科研院所协同机制等五个方面入手,推进农业科技投入体制改革。Agricultural science and technology innovation plays a vital role in ensuring food production safety,improving farmers’ living standards,promoting agricultural modernization and enhancing the competitiveness of China’s agricultural industry.In recent years,China’s level of agricultural sci-tech investment increases rapidly,but there is still a big gap between international level in the effects of agricultural sci-tech investment.Based on the logic of public risk,this study constructed an analysis framework of agricultural sci-tech investment system to explain the system problems in agricultural sci-tech investment in China.On this basis,this study put forward suggestions on agricultural sci-tech investment system reform from five aspects,namely,clearing the central and local government’s investment responsibility on agricultural science and technology,strengthening the fundamental research of agricultural science and technology,building sci-tech investment incentive mechanism of agricultural companies,improving the evaluation system of agricultural research and promoting agricultural research institutes coordination mechanism.
