森工企业发展林下经济的动态能力构建与内在机理研究——基于内蒙古森工企业的实证分析

摘　　要：全面停止天然林商业性采伐政策实施后,国有林区的林木经济急剧萎缩,急需重构以林下经济为主体的产业发展体系,但改制后的森工企业适应林下经济产业环境变化的能力还较弱,对动态能力缺乏认识。文章基于森工企业产业发展的职能视角,在阐释森工企业动态能力维度构成和内涵的基础上,构建了动态能力的内在机理模型。利用自行设计的测量量表,对内蒙古森工企业进行调研获取数据,采用因子分析法和结构方程模型对森工企业动态能力的维度构成和内在机理进行了实证检验。结果表明:森工企业动态能力可分为环境感知能力、协调组织能力和资源整合能力三个维度,各维度子能力分别较强地依赖于对市场和技术环境变化的了解、产业上下游的关系协调、资源利用与配置转换等方面;不同维度间存在紧密的作用关系,环境感知能力显著地正向影响协调组织能力,影响系数为0.549;环境感知能力显著地正向影响资源整合能力,影响系数为0.208;协调组织能力显著地正向影响资源整合能力,影响系数为0.691,说明森工企业动态能力是一个紧密结合的能力系统。依据研究结果,提出积极传递林下产业市场和技术环境变化信息、积极与产业上下游的优势企业建立合作关系、完成资源配置转换并实现资源合理利用等政策启示,以提升森工企业动态能力水平,加快林区经济向林下经济的转型发展。After the implementation of the policy of completely stopping the logging of natural forests,the forest economy in the stateowned forest areas has shrunk sharply,and it is urgent to reconstruct the industrial development system with the under-forest economy as the main body.Weak,lack of awareness of dynamic capabilities.Based on the functional perspective of the industrial development of forestry industry enterprises,this paper constructs the internal mechanism model of dynamic capabilities on the basis of explaining the composition and connotation of dynamic capabilities of forestry industry enterprises.Using the self-designed measurement scale,the Inner Mongolia forest industry enterprises were investigated to obtain data,and the factor analysis method and structural equation model were used to empirically test the dimensional composition and internal mechanism of forest industry enterprises’dynamic capabilities.The results show that the dynamic capabilities of forest industry enterprises can be divided into three dimensions:environmental perception capability,coordination and organization capability,and resource integration capability.The sub-capacities of each dimension are strongly dependent on the understanding of market and technological environment changes,and the relationship between upstream and downstream industries.Coordination,resource utilization and configuration transformation;there is a close relationship between different dimensions,and the environmental perception ability significantly positively affects the coordination and organization ability,with an influence coefficient of 0.549;the environmental perception ability significantly positively affects the integration and reconstruction ability.The coefficient is 0.208;at the same time,the ability of coordination and organization also significantly positively affects the ability to integrate and reconstruct,with an influence coefficient of 0.691.The dynamic ability of forestry industry enterprises is a closely integrated ability system.Based
