摘 要:红树林资源保护政策的实施对红树林资源的可持续发展发挥了重要作用,而红树林资源的保护离不开周边民众的努力和付出,因此,红树林周边民众的政策满意度极大地影响着红树林资源保护政策的实际效果。文章将效用理论应用于影响民众政策满意度的因素研究并提出研究假设,通过对广西壮族自治区钦州市红树林保护区周边民众进行随机抽样问卷调查,获得127份样本数据。对数据进行描述性统计与实证分析,得出结论:红树林资源政策满意度较低,为0.244(满意为1),且政策满意度与政策认知、生态补偿、禁止性规定认同呈显著正相关,与政策认知、生态补偿在1%的置信水平上统计性显著,与禁止性规定认同在5%的置信水平上统计性显著,三个被解释变量的回归系数分别为0.301、0.314、0.171,与经济影响在1%的置信水平上统计性显著,呈负相关,回归系数为-0.242。根据分析结果,提出政策启示:(1)以政府购买服务方式,通过吸收周边民众实际参与红树林资源保护以提升政策认知程度。(2)强化公共财政保障,构建专门生态补偿基金,根据“受益者付费原则”瞄准受偿需求群体深化和落实生态补偿政策。(3)推进三产融合,以新型农林技术推进发展生态林业,构建红树林保护与周边民众生产协调发展机制。The implementation of mangrove resource protection policy plays an important role in the sustainable development of mangrove resources.The protection of mangrove resources cannot be separated from the efforts and contributions of the peripheral population,so the policy satisfaction of the people around the mangrove forest greatly affects the actual effect of mangrove resource protection policy.The utility theory was applied to the study of the factors affecting people’s policy satisfaction and the research hypothesis was proposed.127 sample data were obtained through a questionnaire survey of a random sample of people around the mangrove reserve in Qinzhou City.Descriptive statistics and empirical analysis were conducted on the data,and it was concluded that:mangrove resources policy satisfaction was low at 0.244(satisfaction was 1).Policy satisfaction was significantly and positively correlated with policy cognition,ecological compensation,prohibition recognition,and statistically significant at the 1%level with policy cognition and ecological compensation,and statistically significant at the 5%level with prohibition recognition.The regression coefficients of the three explanatory variables were 0.301,0.314,and 0.171 respectively.And the economic impact was statistically significant at the 1%level with a negative correlation of-0.242.Based on the results of the analysis,the following policy implications were proposed:(1)To enhance the policy awareness of mangrove resources protection by involving the peripheral population in the practice of mangrove resource protection through the purchase of services by the government.(2)To strengthen the public financial guarantee,build a special ecological compensation fund and deepen and implement the ecological compensation policy according to the"Beneficiary Pays Principle"targeting the compensated demand groups.(3)To promote the integration of three industries and the development of ecological forestry with new agroforestry technology,build a coordinated development mec
