天津市基层疾疾预防控制机构信息技术骨干人才培训的效果评估

摘　　要：目的 对2020年天津市区两级疾病预防控制(疾控)机构开展的“信息技术骨干人才培训”的规划、组织实施情况及培训有效性进行评估,旨在为今后开展此类培训提供培训方式、培训内容和效果评估的调整依据。方法 在培训开始前对学员的基线情况和2018—2020年参加培训情况进行电子问卷调查,在培训结束时对学员进行培训满意度和学习效果评估,在培训结束5个月后采取问卷自评的方式评估培训对学员实践能力和绩效的影响。结果 通过此次培训填补了学员既往培训的空白,对培训整体评价、时间安排、授课形式、教师互动和后勤保障方面感到非常满意和很满意的学员为100.00%,培训后学员自评在网络安全、卫生信息标准、信息化项目管理方面的知识掌握均达到好的程度,同时,客观题目测试优秀率也从中期测试的71.88%提升到结课测试的90.63%。培训结束5个月后,90.63%的学员认为在实际工作岗位中应用到了本次培训所教授的知识和技能,96.88%的学员认为由于参加了本次培训,提高了其在整体工作方面的绩效。结论 疾控信息专业技术人员亟需专业培训,且应探索多样化的培训形式。“基层疫情防控能力提升项目信息技术骨干人才培训”项目对天津市疾控信息化工作有着积极、可持续的影响。Objective To evaluate the planning,organization,implementation and effectiveness of the "Training program of information technology talents" in disease control institutions of municipal and district levels in Tianjin in 2020,so as to provide adjustment basis for training methods,training contents and effect evaluation for such training in the future. Methods Before the training,an electronic questionnaire survey was conducted on the trainees’ baseline and their participation in the training from2018 to 2020. The training satisfaction and learning effect of the trainees were evaluated at the end of the training. Five months after the training,the impact of the training on the trainees’ practical ability and performance was assessed by means of questionnaire self-assessment. Results This training filled the gap of previous training,the trainees were very satisfied or satisfied with the overall evaluation,time arrangement,teaching form,teacher interaction and logistics support of the training accounted for100.00%. After the training,the trainees’ self-assessment on knowledge in network security,health information standards and information project management has reached a good level. Meanwhile,the excellent rate of the objective test increased from71.88% in the mid-term test to 90.63% in the final test. Five months after the training,90.63% of the trainees believed that they had applied the knowledge and skills taught in the training to their practical jobs,and 96.88% believed that their performance in overall work had been improved by participating in the training. Conclusions The professional training is urgently needed for information professionals in disease control institutions,and diversified training forms should be explored. The "Grassroots epidemic prevention and control capability improvement project information technology talent training" has a positive and sustainable impact on the disease control informatization in Tianjin.
