基于集聚度和秩和比法的贵州省卫生资源配置公平性分析

摘　　要：目的分析和探讨贵州省卫生资源配置的情况和公平性,为进一步优化贵州省卫生资源配置提供科学的依据。方法运用集聚度指标和秩和比法(RSR)分析贵州省卫生资源配置的公平性并对相关指标进行综合评价。结果黔中经济区的卫生资源集聚度逐年下降,贵阳市的RSR值(0.82)最大,安顺市的RSR值(0.82)最小。Probit与RSR的回归方程为y=0.218x-0.5793(R^(2)=0.8645;F=193.356,P<0.001);结合RSR法最佳分档原则,将贵州省9个地市(州)分为三档,一档(低)包括毕节市、安顺市、黔南州;二档(中)包括六盘水市、黔西南州、黔东南州;三档(高)包括铜仁市、遵义市、贵阳市。结论贵州省卫生资源存在总量不足、配置不均衡、结构不合理等问题,因此应继续加大资源投入力度,优化资源配置的结构和公平性。Objective To analyze and explore the situation and fairness of health resource allocation in Guizhou Province,so as to provide a scientific basis for further optimizing the health resource allocation.Methods The agglomeration degree and RSR were used to analyze the equity of health resource allocation and evaluate comprehensively relevant indexes in Guizhou Province.Results The agglomeration degree of health resources in Qianzhong Economic Zone dropped off each passing year.The RSR value of Guiyang City(0.82)was the largest and that of Anshun City(0.82)was the smallest.The regression equation between Probit and RSR was y=0.218x-0.5793(R^(2)=0.8645;F=193.356,P<0.001).Combined with the best grading principle of the RSR method,nine prefectures in Guizhou Province were divided into three parts.The first grade(low)included cities of Bijie,Anshun and Qiannan.Liupanshui City,southwest Guizhou states and Qiandongnan Prefecture belonged to the second.And the third included Tongren,Zunyi and Guiyang City.Conclusion There are some problems in health resources in Guizhou Province,such as insufficient total amount,unbalanced allocation and unreasonable structure.Therefore,resource investment and structure and fairness of resource allocation should be increased.
