农民工城镇居留意愿、自主就业选择与户籍歧视变化

摘　　要：伴随城镇落户限制的逐步放开,近期某些地区发生的“逆城市化”和“反向户籍歧视”等现象明显有悖于已有的市民化理论认知。为此,采用反事实分析、Brown分解和工具变量等方法,探讨农民工市民化与其就业状况的关联逻辑,结果发现:城乡劳动力之间确实产生了“反向户籍歧视”,而农民工城镇居留意愿是造成这种户籍歧视变化的重要原因。进一步机制分析表明,非歧视性经济因素降低了农民工城镇居留意愿,由此产生的内卷化社会认同促使农民工以“多赚钱”为目标、偏好于选择工作条件较差的行业,以获取高额的补偿性工资报酬,从而形成了对城镇劳动力的工资“反超”,造成了“反向户籍歧视”。With the gradual relaxation of restrictions on urban household registration,the recent phenomena of“anti-urbanization”and“reversed household registration discrimination”are obviously contrary to the existing theoretical cognition of urbanization.Therefore,this paper adopts the methods of counterfactual analysis,Brown decomposition and instrumental variables to explore the correlative logic between the urbanization of migrant workers and their employment situations,and finds that the“reversed household registration discrimination”does occur between urban and rural laborers,and migrant workers’residence intention is an important reason for this change in household registration discrimination.Further mechanism analysis shows that non-discriminatory economic factors reduce migrant workers’residence intention.The consequential involution of social identity drives migrant workers to aim at“making more money”and prefer to choose industries with poor working conditions in order to obtain higher compensatory wages,so they earn more than urban laborors.It leads to the“reverse of household registration discrimination”.
