摘  要:某储运部丙烯罐区共有8台1000 m^(3)球罐,根据国家标准《危险化学品重大危险源辨识》(GB 18218—2018)判别为一级重大危险源。该重大危险源存在无独立安全仪表系统,未实现紧急切断等重大隐患。经过安全完整性评级(SIL)和改造完善后,8台储罐安装双法兰液位计、伺服液位计和ERS电子远传系统,实现高高液位(2oo3)报警联锁切断进料功能;8台储罐每个罐设置现场紧急停车按钮,储罐液位和阀门开关信号引入独立SIS系统。为了防止储罐发生联锁收料线紧急切断阀关闭后造成上游装置憋压,在操作程序上,采用紧急切断与泄压阀同时开启的运行方式,避免因管线憋压引起的次生事故。There are 8 units of 1000 m^(3) spherical tanks in the propylene tank area of one storage and transportation department.According to the national standard Identification of Major Hazard Installations for Hazardous Chemicals(GB18218-2018),this area was identified as level one major hazard installations.There was no independent safety instrument system(SIS)in this major hazard source and no emergency cut-off was realized.After safety integrity rating(SIL)and improvement,these 8 storage tanks were installed with double-flange liquid level meter,servo liquid level meter and ERS electronic remote transmission system to realize high liquid level(2oo3)alarm interlock to cut off the feeding function.Each of the 8 tanks was equipped with an on-site emergency stop button and tank level and valve switch signals were introduced into the independent SIS system.In order to prevent the tank from interlocking the emergency shut-off valve of the receiving line,thus resulting in pressure build-up in the upstream device after closing,the operation mode of opening the emergency shutoff valve and relief valve simultaneously is adopted to avoid secondary accidents caused by pipeline pressure build-up in the operation procedure.
