摘　　要：产业链安全已成为社会各界关注的焦点问题,但现有研究存在泛化产业链安全概念、忽略产业链安全结构性特征等问题,由此得出的产业链安全政策效能较低。产业链安全问题的本质在于产业链研发、制造、管理等方面能力受到侵蚀,据此将产业链安全分为能力缺失型产业链安全、能力破坏型产业链安全和能力响应型产业链安全,针对因产业链分工导致的能力锁定、基础研究能力不足及进入不经济导致的产业链安全问题,应实施“梯度培育战略”;因产业转移或技术路线等非市场因素造成的产业链安全问题,应实施“防御战略”;因产业链安全管理体系滞后引发的产业链安全问题,应实施“重构战略”。当前中国产业链安全具有多类型产业链安全交织共存的复杂特征,关键核心技术为代表的能力缺失型产业链安全问题主导,产业转移和技术路线颠覆造成的能力破坏型产业链安全风险增强,产业链安全管理体系不健全引发的能力响应型产业链安全问题愈发凸显。对此,应从构建关键核心技术创新体系、探索母工厂模式以及重构产业链安全管理体系等方面强化具体政策供给。Industrial chain security has become the focus of attention from all walks of life,but the existing research has problems such as generalizing the concept of industrial chain security and ignoring the structural characteristics of industrial chain security,which results in a low efficiency of industrial chain security policy.The essence of the industrial chain security issue lies in the erosion of the research and development,manufacturing,and management capabilities of the industrial chain.Therefore,the security of the industrial chain is divided into the security of the industrial chain with the lack of capacity,the security of the industrial chain of capacity destruction and the security of the industrial chain of capacity response.A“gradient cultivation strategy”should be implemented in response to the industrial chain security problems caused by the division of labor in the industrial chain,the lack of basic research capabilities,and the uneconomical entry into the industrial chain.The“defense strategy”should be implemented for industrial chain security problems caused by non-market factors such as industrial transfer or technology route.The“reconstruction strategy”should be implemented for industrial chain security problems caused by the lag of the industrial chain security management system.At present,the security of China’s industrial chain has the complex characteristics of the intertwined and coexistence of multitype industrial chain security.The security problem of the industrial chain with lack of capability represented by key core technologies is dominant.Security risks in the capacity-destructive industrial chain caused by industrial transfer and technology route subversion are increased.The capacity-responsive industrial chain security caused by the imperfect industrial chain security management system is becoming prominent.In this regard,specific policy supply should be strengthened by constructing the key core technology innovation system,exploring the mother factory model and recon
