摘　　要：加快中国绿色食品产业供应链高效率发展,事关国内国际双循环构建,事关沿线国家的民生福祉,事关“一带一路”命运体构建。“一带一路”倡议下中国绿色食品产业供应链在面临许多新机遇的同时也存在一些困难,如新冠疫情对供应链造成的巨大影响难以在短时间内消除、绿色食品质量有待提高、供应链的基础支撑不够、信息不对称导致交易成本过高、“链主”企业发展滞后、与发达国家的食品安全标准体系存在差距等。应从供应链模式重构入手,突出食品安全标准体系建设、促进政策沟通、维护贸易畅通、加强海关合作等保障重点;夯实供应链发展基础,包括推进流通市场和农业开放合作试验区建设、鼓励有效投资、构建智慧供应链服务平台等;完善发展合作机制,构建合作平台积极利用多边合作机制,提升对外开放合作水平。Accelerating efficient development of China’s green food industry supply chain is closely related to the construction of dual circulation of domestic and foreign markets,the livelihood and well-being of countries involved,and the construction of community of shared future of the Belt and Road Initiative(BRI).In the context of BRI,China’s green food industry supply chain is facing new opportunities and difficulties as well.For instance,the impact of COVID-19 on the supply chain won’t disappear within a short time,the quality of green food needs improving,the basic support of the supply chain is insufficient,information asymmetry has led to high transaction cost,the development of chain leading enterprises has lagged behind,and there is a gap with the food safety standard system of developed countries.We should start with the reconstruction of supply chain model,give priority to the construction of food safety standard system,promote policy communication,maintain unimpeded trade and strengthen the cooperation with customs.It is also necessary to strengthen the foundation for supply chain development,including promoting the development of circulation markets and agricultural opening and cooperation pilot zones,encouraging effective investment,and building a smart supply chain service platform.It will further improve development cooperation mechanisms and build cooperation platforms to make full use of multilateral cooperation mechanisms and raise the level of opening-up and cooperation.
