摘　　要：在研究标准实施效果评价基本方法的基础上,结合网络安全工作特性与网络安全国家标准定位,提出网络安全国家标准实施效果评价指标体系,通过标准实践案例等形式全面总结和展现网络安全国家标准实施应用成效,提出标准实施评价过程中发现的问题和改进建议,为其他相关行业领域开展标准实施效果评价提供参考。Based on the research of the basic methods of standard implementation effect evaluation,combined with the performance characteristics of cyber security and the positioning of national information security standards,this paper puts forward the index system for evaluating the implementation effect of national information security standards,comprehensively summarizes and shows the effectiveness of the implementation and application of national information security standards through standard practice cases and other forms,and puts forward the problems and improvement suggestions found in the process of standard implementation evaluation,which provides a reference for the evaluation of the implementation effect of standards in other industries.
