民用枪支管理中的法律困境及治理路径

摘　　要：民用枪支的安全管理是一项关系到人民群众的生产生活、社会的稳定发展和国家安全的重要内容。随着时代的发展,民用枪支管理中存在的法律困境逐渐暴露出来,已经制约了民用枪支的管理效果,影响到社会生产生活。以提高依法治国能力,实现治理能力现代化为背景,对当前民用枪支管理中存在的法律困境进行分析,并提出完善民用枪支立法、深化“放管服”改革、加强涉枪人员管理和成立行业协会等走出困境的治理路径,以不断完善民用枪支管理,有效维护社会安全和稳定。The safety management of civil firearms is an important content which is related to the production and life of the people,the stable development of the society and the national security.With the development of the times,the legal dilemma in the management of civil firearms has gradually exposed,has restricted the effect of civil firearms management,affecting social production and life.Based on the background of improving the ability to govern the country according to law and realizing the modernization of the ability to govern,this paper analyzes the legal predicament existing in the current administration of civil firearms,it also puts forward some ways to solve the dilemma,such as perfecting the legislation of civil firearms,deepening the reform of“Supervision and administration”,strengthening the management of personnel involved in firearms and establishing trade associations,so as to continuously improve the management of civil firearms and effectively maintain social security and stability.
