摘　　要：利用中国30个省区市2000~2019年的面板数据,使用空间杜宾模型,研究了人力资本集聚对区域技术创新能力的影响效应。研究结果表明:(1)总体上看,人力资本集聚有利于区域技术创新能力提高,区域技术创新与核心解释变量人力资本集聚之间存在正向关系;(2)人力资本集聚显著地提升了本地区的区域技术创新能力,但抑制了其他地区的区域技术创新能力;(3)人力资本集聚的空间溢出效应具有异质性,对不同区域的影响程度有一定的差异性。(4)稳健性检验的结果表明,模型不存在内生性问题,选择不同的替代指标后,实证结论仍然成立。因此,应合理促成人力资本集聚,统筹全国各省区市协调发展,充分考虑我国不同区域的经济发展实情,在继续保持东部地区人才集聚创新效应的优势地位的同时,进一步强化中部和西部地区人才集聚程度,不断提升这些地区区域技术创新能力水平,同时,降低人力资本集聚对其他省区市创新能力的负向的影响效应,由“以邻为壑”向“以邻为友”的新的区域发展格局演进、转变,以此加快整体区域技术创新能力提高,进而助力中国经济的高质量发展。Using the panel data of 30 provinces and cities in China from 2000 to 2019 and using the spatial Dobbin model,this paper studies the impact of Human Capital Agglomeration on regional technological innovation ability.The results show that:(1)generally speaking,human capital agglomeration is conducive to the improvement of regional technological innovation ability,and there is a positive relationship between population agglomeration and regional technological innovation ability;(2)Human capital agglomeration significantly improves the regional technological innovation ability of this region,but inhibits the regional technological innovation ability of other regions;(3)The spatial spillover effect of human capital agglomeration is heterogeneous,and its impact on different regions is different.(4)The results of robustness test show that there is no endogenous problem in the model.After selecting different alternative indicators,the empirical conclusion is still valid.Therefore,we should reasonably promote the agglomeration of human capital,coordinate the coordinated development of provinces and urban areas across the country,fully consider the actual situation of economic development in different regions of China,continue to maintain the dominant position of the innovative effect of talent agglomeration in the eastern region,further strengthen the degree of talent agglomeration in the central and western regions,and continuously improve the level of regional technological innovation ability in these regions.At the same time,Reduce the negative impact of Human Capital Agglomeration on the innovation ability of other provinces and cities,and evolve and change the new regional development pattern from“beggar thy neighbor”to“friend thy neighbor”,so as to speed up the improvement of the overall regional technological innovation ability,and then help the high-quality development of China’s economy.
