摘 要:君主官僚制视域下传统官德以各学说人性论作为伦理基础,并主要通过官员选拔、奖贤惩佞等方式塑造。官德教条在实践中受君主专断权力、官僚组织集体行动及官员个体道德辩护的三重约束。官员德行堕落导致爱民、养民的民本治国理念退化为弃民、虐民。这既违背了君主官僚制的设计初衷,也无法满足其谋求的治理结果。新时代官德建设应通过制度性政治权威塑造官员理想信念、优化党组织运作机制化解官僚组织反道德倾向、以党性涵养拉动官员职业道德修炼等,多方并举、共同施策。From the perspective of monarch bureaucracy,Chinese traditional theories about human nature are the ethical basis of bureaucratic morality.Bureaucratic morality is constructed by officer selection and rewards or punishments.It is also dominated by autocratic monarchy,collective action and moral defense of officials.The moral degradation of officials leads to the abuse of the people which is against people-oriented intention.It not only violates the original intention of the monarch bureaucracy,but also fails to achieve the governance results it seeks.Approaches to the construction of official morality in contemporary China are cultivating ideals and beliefs by institutionalized authority,optimizing the operation mechanism of party organizations and enhancing the professional ethics of officials by party spirit.
