摘　　要：在全面实施乡村振兴战略背景下,为解决制约现代农业发展的“融资难”“融资贵”等问题,我国建立了政策性农业信贷担保体系。如何促进政策性农业信贷担保体系在助力全面实施乡村振兴战略上提供更加有力的支撑便成为其可持续发展需进一步探讨的问题。本研究基于对我国政策性农业信贷担保体系实践中的成绩与问题的分析,应用战略管理理论,通过农担体系发展环境的SWOT分析,明确其可持续发展的战略定位,且坚持目标于问题导向,从建立健全相关法律法规、推进数字化转型、完善防控体系、加强人才建设、开发多元化业务渠道等方面提出促进可持续发展及进一步推动乡村振兴的政策建议。In the context of the comprehensive implementation of the rural revitalization strategy, China has established a policy-based agricultural credit guarantee system to solve the problems of "difficult financing" and "expensive financing" that restrict the development of modern agriculture. After nearly five years of practice, the policy-based agricultural credit guarantee system has developed rapidly and played a vital role in promoting agricultural modernization and rural revitalization. However, there are also many problems, so how to promote the sustainable development of the policy-based agricultural credit guarantee system and provide more robust support for the comprehensive implementation of the rural revitalization strategy has become a further research issue. Based on the analysis of the achievements and problems of China’s policy-based agricultural credit guarantee system, this study applies strategic management theory, clarifies the strategic positioning for sustainable development through a SWOT analysis of the development environment of the agricultural guarantee system, and adheres to the goal-versus-problem orientation to propose policy recommendations to promote the sustainable development of China’s policy-based agricultural credit guarantee system and rural revitalization in terms of establishing sound relevant laws and regulations, promoting digital transformation, improving the prevention and control system, strengthening the construction of talents, and developing diversified business channels.
