摘　　要：2020年,中国天然气消费量占到世界天然气消费量的8.58%,天然气在中国能源结构中比重进一步增加,但天然气供需的地区和季节不平衡性严重制约着天然气行业的快速发展。天然气储气设施尤其是LNG储配站成为地方政府和地方燃气企业保障天然气供应的重要措施之一。从2018年开始,在国家的统一部署下,LNG储配站建设在国家的大力推动下,纷纷上马。EPC总承包是一种建筑工程总承包模式,可以有效地降低建设成本和缩短建设周期,能够极大地满足LNG储配站的建设要求,是目前LNG储备库项目采用较多的一种承包方式。文章探讨EPC下的全过程成本控制策略。In 2020,China’s natural gas consumption will account for 8.58%of the world’s natural gas consumption,and the proportion of natural gas in China’s energy structure will further increase.However,the regional and seasonal imbalances in natural gas supply and demand seriously restrict the rapid development of the natural gas industry.Natural gas storage facilities,especially LNG storage and distribution stations,have become one of the important measures for local governments and local gas companies to ensure natural gas supply.Since 2018,under the unified deployment of the country,the construction of LNG storage and distribution stations has been launched one after another under the vigorous promotion of the country.EPC general contracting is a general contracting mode of construction projects,which can effectively reduce the construction cost and shorten the construction period,and can greatly meet the construction requirements of LNG storage and distribution stations.It is a contracting mode widely used in LNG storage projects at present.This article will discuss the whole process cost control strategy under EPC.
