摘　　要：随着中国营商环境持续改善,外商直接投资(FDI)快速增长。四十多年来,FDI显著缓解了中国资本缺口,促进了中国经济增长与社会发展,但也在一定程度上加剧了环境污染,吸引FDI与环境保护间的矛盾日益激化。随着生态文明建设逐步深化,环境政策体系日趋健全完善,环境规制对中国FDI三元边际——扩展边际、数量边际和价格边际的影响逐步凸显。本文首先从三元边际的角度对FDI进行了分解,进而采用2003—2017年省际面板数据就环境规制对FDI三元边际的影响进行了系统广义矩估计(SGMM),研究发现环境规制显著抑制了FDI的扩展边际和数量边际,但对其价格边际存在显著的促进作用。结合理论与实证分析结果,本文提出健全环境规制工具、促进环保产业发展、优化FDI三元边际结构的政策建议。As China′s business environment continues to improve, foreign direct investment(FDI) is growing rapidly.Over the past four decades, FDI has significantly alleviated China′s capital gap and promoted China′s economic growth and social development, to a certain extent, it also aggravated environmental pollution, and the contradiction between FDI and environmental protection has become increasingly intensified.With the gradual deepening of the construction of ecological civilization construction and the gradual improvement of environmental policy system, the impact of environmental regulation on the ternary margin of FDI in China, especially expansion margin, quantity margin and price margin is gradually prominent.This paper decomposes FDI from the perspective of the ternary margin, using 2003—2017 provincial panel data to estimate the impact of environmental regulation on the ternary margin of FDI by systematic generalized moment estimation(SGMM).It is found that environmental regulation significantly suppresses the expansion margin and quantity margin of FDI,but significantly promotes its price margin.Combined with the results of theoretical and empirical analysis, this paper puts forward corresponding policy suggestions on improving environmental regulation tools, promoting the development of environmental protection industry, and optimizing the ternary marginal structure of FDI.
