摘  要:黄河流域水资源天然禀赋不足和经济社会发展用水需求增长并存,实施深度节水控水是保障黄河流域生态保护和高质量发展重大国家战略的必然之选。国家出台了一系列制度政策和顶层设计,构成了推进黄河流域水资源节约集约利用的举措体系。为客观评价以区域为单元的深度节水控水实施成效,研究建立了黄河流域深度节水控水综合评价指标体系,以客观科学研判各行政区深度节水控水发展状况,及时发现短板弱项,为推进黄河流域水资源节约集约利用提供技术支撑。Water shortage that endows in the natural conditions of the Yellow River Basin has a close relationship with increase of water demand for economic and social development.Further-up water conservation and control of water use is an inevitable choice for ecological protection and high-quality development of the basin.A series of policies and top-level designs from the government lead to systematic measures for conservation and intensive utilization of water resources in the Yellow River Basin.In order to objectively evaluate the effectiveness,a comprehensive evaluation index system is built in order to objectively and scientifically study and judge the status of water conservation and control of water use in various administrative regions.Weakness can be found timely.And it will provide technical support for promoting conservation and intensive utilization of water resources in the Yellow River Basin.
