摘　　要：全域服务是日本中小型图书馆振兴下的产物,通过自治体域内一体化的公立图书馆组织,面向该自治体的所有居民提供图书馆服务。文章梳理了日本公立图书馆全域服务的发展历程、基本概念和地区实践,认为实施全域服务的关键是保障服务的可及性,提高服务的主动性,以及适配服务对象的差异化需求。The whole domain service is a product of the revitalization of small and medium-sized libraries in Japan.It provides library services to all residents of the local commune through an integrated public library organization within the local commune.The article sorts out the development history,basic concepts and regional practices of the whole domain service of Japanese public libraries,and believes that the key to implementing whole domain service is to ensure service accessibility,improve the initiative of service,and adapt to the differentiated demands of service objects.
