摘　　要：随着知识产权经济全球化时代的到来,世界的竞争逐步转变为知识的竞争,知识产权战略成为发达国家继关税壁垒后的另一种新型“武器”,专利是知识产权的重要组成部分之一,也是本研究的重点研究对象。截至2020年底,我国专利代理率达到76.8%,可见专利代理机构在专利申请等方面起到不可忽视的重要作用,而通过文献检索可以发现,目前对专利代理机构信用评价体系方面的研究较少。基于此,本研究通过建立信用分级评价指标体系,对专利代理机构进行信用分级管理,提升专利代理机构的业务能力,进而营造更加良好的知识产权体制环境。With the advent of the era of intellectual property economic globalization, the competition in the world has gradually transformed into the competition of knowledge. Intellectual property strategy has become another new type of "weapon" after tariff barriers in developed countries, and patents are one of the important parts of intellectual property rights is the key research object of this paper. By the end of 2020, the patent agency rate reached 76.8%. It can be seen that patent agencies play an important role in the play of patents. The research on the evaluation system is based on this. By establishing a credit rating evaluation index system, the credit rating management of patent agencies is carried out, and the business capabilities of patent agencies are improved, thereby creating a better intellectual property system environment.
