摘　　要：本文对深圳市、重庆市和南京市医疗责任保险制度的成功经验进行总结,如设置附加险种、保险费率分级以及建立共保体等;对三地医责险制度存在的问题进行分析,如缺乏国家顶层设计政策、非统保制度下参保需求难以满足等;对我国医疗责任保险制度的发展提出建议,如发布中央级政策、提高针对民营和基层医疗机构的适应性等。The paper summarizes the experience of the medical liability insurance system in Shenzhen,Chongqing and Nanjing, including the establishment of additional insurance types, the classification of insurance premium rates and integration insurance. Also it analyzes the problems of medical liability insurance system in these cities, such as the lack of national policies, and failure to meet the demand of hospitals under the non-unified insurance system. Finally, it proposes to release national policy and improve the adaptability of the insurance to private and primary medical institutions.
