环境类社会组织参与垃圾分类治理:上海经验分析

摘　　要：城市生活垃圾分类治理急需政府、社会组织和公民之间加强合作。从上海市生活垃圾分类治理经验看,社会组织的介入,对于整个社区系统,包括垃圾分类的各个主体,都会形成相应的链接、分工和协作。但参与垃圾分类的组织中,环境类社会组织总体上数量较少,而且区域分布不平衡、运作能力较弱。社会组织主要发挥环保宣传与公众教育功能,介入社区后明显发现其组织和动员能力不足,还存在志愿者和社区居民的参与度低,难以将社会组织宣传教育的内容转变为对实践的指导等问题。因此,社会组织需要运用宣传、创意活动和便民服务等形式鼓励、引领居民参与;在现有绿色账户平台的基础上,发挥组织特点进行物质激励;发展社区内外部志愿者力量以及加强社区“三驾马车”引领作用,根据不同分类成熟度社区分类施策,逐步培养起人们的社区事务管理能力。The solution of municipal solid waste urgently needs the cooperative governance among the government, social organizations and citizens. Based on the preliminary analysis of the experience of garbage classification and management in Shanghai, the participation of social organizations will form corresponding links for the whole community system, including various subjects of garbage classification, forming division of labor and cooperation, and the social organizations involved in garbage classification are mainly ecological social organizations, which are less in number, imbalanced in regional distribution and weak in operation. Social organizations mainly play the role of environmental protection publicity and public education, but after the intervention of the community, it is obvious that the lack of social organization and mobilization ability, low participation of volunteers and community residents, enlightenment is difficult to transform into practical guidance. Social organizations need to use publicity, creative activities and convenient services to encourage residents to participate. We should give play to the characteristics of the organization for material incentives base on the existing green account platform. It’s necessary to develop the internal and external volunteer forces of the community and strengthen the leading role of the community “troika”, and implement policies according to the community classification of different maturity, and gradually cultivate people’s management ability of community affairs.
