摘　　要：重大突发公共卫生事件中保障城市边缘贫困家庭生存权是当代政府的重要责任,构建临时救助制度不失为政府保障城市边缘贫困家庭生存权的一种尝试。以人民为中心的发展思想、责任政府理论和分类管理理论为构建城市边缘贫困家庭临时救助制度提供了理论支撑,抗击新冠肺炎疫情中城市边缘贫困家庭囿于短暂性失业、生活品物价上涨及额外支出等因素影响导致生存权无保障为构建城市边缘贫困家庭临时救助制度提供了现实支撑。重大突发公共卫生事件中构建城市边缘贫困家庭临时救助制度需要将启动和终止条件、确定对象、救助方式及标准、组织实施等作为基本要素,明晰启动条件和终止条件,弄清政策作用对象,确定救助方式和标准,安排组织实施机制。Ensuring the survival rights of urban marginal poor families in major public health emergencies is the important responsibility of contemporary government.,The establishment of a temporary assistance system for urban marginal poor families provides a way to solve this problem.We find that people-centered development ideas,responsible government theory,and classified management theory provide theoretical support for the construction of a temporary assistance system for poor families in urban fringe areas during major public health emergencies.However,in the fight against New Coronary Pneumonia,the problems of transient unemployment,rising prices and additional expenditures have led to the insecurity of the right to subsistence,which has provided a realistic basis for the construction of a temporary assistance system for urban marginal poor families in major public health emergencies.We should take the starting and ending conditions,identifying targets,assistance methods and standards,and organization and implementation as the basic elements of the temporary assistance system for the poor families living in urban fringe areas during major public health emergencies.
