全过程生态环境立法评估指标体系建构研究

摘　　要：当前我国生态环境立法评估指标体系存在着评估环节完备度不足、评估规则规范性不足、评估体系专门性不足、评估指标科学性不足等问题。文章在广大学者研究的基础上,体现完整性、统一性、生态性、科学性,按照生态环境立法前、立法中、立法后评估三个阶段,分别设置了12个一级指标和37个二级指标,构建了全过程生态环境立法评估指标体系。As for the evaluation index system of China's ecological environment legislation at the current stage,there are problems of insufficiencies in evaluation links,standardization of evaluation rules,specialization of evaluation system,and scientific evaluation indicators.On the basis of the research of many scholars,the integrity,unity,ecology and scientificity are reflected in this thesis.In line with the three stages of evaluation before,during and after ecological environment legislation,the paper sets 12 primary indicators and 37 secondary indicators respectively,and establishes the whole process ecological environment legislation evaluation index system.
