摘　　要：以国内大循环为主体是新发展格局的重要内涵,而畅通内循环需要理解现代经济循环的内在逻辑。依据马克思产业资本循环理论和大卫·哈维的资本三级循环理论,结合中国特色社会主义经济实践,可构建“产业资本循环—营建环境循环—公共资本循环”的系统性分析框架。不同循环阶段内的结构失衡会阻碍国民经济发展,要遵循“技术创新—投资升级—制度改革”的内部改善思路逐级畅通,才能在长期内实现国民经济的良性循环。具体要通过打造以新兴产业为导向、各产业协同促进的现代化工业体系,形成以新基建投资推进新型工业化和城镇化协同发展的驱动模式,坚持科教融合构建高质量教育体系和科技创新体系,加快健全同高质量发展相匹配的收入分配和社会保障制度,持续优化经济系统结构,形成更高水平、更高效能的国民经济动态循环。Taking the domestic cycle as the main body is an important connotation of the new development pattern, and smooth internal circulation requires understanding the internal logic of modern economic circulation. Based on Marx’s theory of industrial capital circulation, David Harvey’s theory of three-stage capital circulation, combined with socialist economic practices with Chinese characteristics, this paper constructs a systematic analysis framework of “industrial capital circulation-built environment circulation-public capital circulation”. The structural imbalance in different circulation stages hinders the development of national economy. Only by following the internal improvement idea of “technological innovation-investment upgrading-system reform” can the virtuous cycle of national economy be realized in the long run. Specifically, it is necessary to build a modern industrial system guided by emerging industries and promoted by various industries, form a driving model for promoting the coordinated development of new industrialization and urbanization with new infrastructure investment, adhere to the integration of science and education, build a high-quality education system and technological innovation system, improve the income distribution and social security system matched with high-quality development, continuously optimize the economic system structure, and form a dynamic circulation of national economy with higher level and higher efficiency.
