生态文明时代“自然—政府—市场—社会”四部门国土空间治理体系构建研究

摘　　要：我国国土空间治理体系正经历深刻变革,自党的十八届三中全会提出“推进国家治理体系和治理能力现代化”以来,国土空间治理作为国家治理体系的重要组成部分,正在逐步成为践行生态文明建设的重要工具。但现阶段,国土空间治理体系建设层面仍存在各部门尚未形成有效互动格局、部门职能边界不清晰、国土空间开发与保护的市场部门作用尚未被充分激发、社会主体参与机制不健全、自然部门缺位等深层次问题。因此,本文在分析我国国土空间治理现状与问题的基础上,提出构建相互促进、互补、嵌套的“自然—政府—市场—社会”四部门国土空间治理体系。China’s territorial spatial governance system is undergoing profound changes. Since the 18 th CPC National Congress proposed “vigorously promoting the construction of ecological civilization” and the Third Plenary Session of the 18 th CPC Central Committee proposed “promoting the modernization of national governance system and governance capacity”, territorial spatial governance, as an important part of the national governance system, is gradually becoming an important tool for practicing ecological civilization, but there are still some deep-seated problems and contradictions. First, there are no effective interaction between government departments, market and society. Second, the functional boundaries of government departments are not clear. Third, the market sector participation mechanism of territorial spatial development and protection is defective. Fourth, the community participation mechanism is defective. Fifth, the absence of natural sector. Under the background of the development of ecological civilization, based on the in-depth analysis of the evolution of governance paradigm and the current situation and problems of China’s land and space governance, this thesis puts forward a four-sector territorial spatial governance system of “nature government market society”.
