新形势下深化中俄能源合作的路径探索

摘　　要：近年来,中俄能源合作已在上中下游多领域全面展开,合作领域和范围不断拓展。未来较长时间内,中俄能源合作仍将保持发展态势,机遇与挑战并存。对接“一带一路”建设与欧亚经济联盟合作机制、以先进开采技术和装备提升中俄油气开采水平成为深化中俄能源合作的重要方向。但同时,能源定价机制分歧、交通基础设施不完善等问题也成为制约中俄能源合作发展的阻力。在此背景下,深化中俄能源合作应寻求四个突破,一是在加强政治互信的基础上力求合作理念的突破;二是在构建中长期供求基础上寻求合作方式的突破;三是在创新投资模式的基础上谋求多边合作的突破;四是在深化双边合作的基础上探求推进第三方市场的突破。In recent years, Sino-Russian energy cooperation has been fully carried out in the upper, middle and downstream areas, and the scope of cooperation has been constantly expanded. Sino-Russia energy cooperation will maintain a momentum of development for a long time, with both opportunities and challenges. Deepening the energy cooperation between China and Russia are more likely to be achieved by the cooperation mechanism of Belt and Road Initiative and the Eurasian Economic Union, the improvement on oil and gas exploitation in both China and Russia with more advanced exploitation technology and equipment, and the transformation of world energy supply pattern due to the shale oil and gas revolution. But at the same time, differences in energy pricing mechanism, imperfect transportation infrastructure, Russia’s tendency to nationalize energy and other issues may also pose the obstacles to the development of Sino-Russian energy cooperation. In this context, four breakthroughs should be made in deepening China-Russia energy cooperation. First, the breakthrough should be made in cooperation concept on the basis of strengthening political mutual trust;The second is to seek the breakthrough in cooperation mode on the basis of medium-and long-term supply and demand;The third is to seek the breakthrough in multilateral cooperation on the basis of innovative investment models;The fourth is to explore the breakthrough in third-party markets on the basis of deepening bilateral cooperation.
