农户开展种养结合的积极效应、制约因素及政策建议

摘　　要：目前,世界局势复杂多变,国内农业面临的资源与环境约束趋紧,迫切需要转变农业发展方式。鼓励微观层面开展种养结合是基于当前农业发展的现实考量,以农户作为载体开展种养结合实践,有利于节约资源、改善生态环境、增强农田地力、提高农民收入。但在实践中种养结合的农户数量还不多,究其原因主要是土地、疫病防治、资金、机械等方面面临一定制约,亟待相关支农政策措施为农户开展种养结合创造条件,推动构建新型种养关系,打通农牧循环通道。The situation in today’s world is complex and changeable. The resources and environmental constraints faced by domestic agriculture are becoming tighter, and there is an urgent need to change the mode of agricultural development. Encouraging the combination of planting and breeding at the micro level is based on the current practical consideration of agricultural development. Taking farmers as the carrier to carry out the practice of combining planting and breeding is not only conducive to national food security, fertilizing farmland fertility, improving ecological environment, but also improve farmers’ income. However, few farmers adopt the combination of planting and breeding in practice. The reason lies in the constraints of land, capital and machinery. It is urgent to take relevant agricultural support policies and measures to create conditions for farmers to carry out the combination of planting and breeding, promote the construction of a new relationship between planting and breeding, and open up the circulation channel of agriculture and animal husbandry.
