摘　　要：本文从投入—产出—效益角度构建数字经济评价指标体系,根据2013—2020年黑龙江数字经济相关指标数据,运用熵权法对黑龙江数字经济发展水平进行评价分析,并运用灰色关联分析方法确定影响黑龙江数字经济发展的重要因素。结果表明,影响黑龙江数字经济发展水平的主要因素为数字基础设施建设及工业企业的互联网应用,黑龙江整体的互联网投入依然有待提高。为进一步加强黑龙江数字经济发展,需要加强基础投入,引进人才,协调数字经济投入—产出—效益的关系。This paper constructs a digital economy evaluation index system from the perspective of input-outputbenefit. According to the relevant index data of Heilongjiang’s digital economy from 2013 to 2020, the entropy weight method is used to evaluate and analyze the development level of Heilongjiang’s digital economy, and the gray correlation analysis method is used to evaluate and analyze the development level of Heilongjiang’s digital economy. Identify important factors affecting the development of Heilongjiang’s digital economy. The results show that the main factors affecting the development level of Heilongjiang’s digital economy are the construction of digital infrastructure and the Internet application of industrial enterprises, and the overall Internet investment in Heilongjiang still needs to be improved. In order to further strengthen the development of the digital economy in Heilongjiang, it is necessary to strengthen basic investment, introduce talents, and coordinate the relationship between the input-output-benefit of the digital economy.
