新时期沿边省区经济高质量发展评价与路径研究

摘　　要：党的十九大报告指出,我国经济已由高速增长阶段转向高质量发展阶段。这意味着,我国经济步入了提质增效的新发展时期。随着国家实施促进沿边经济发展的各项政策,沿边省区经济实现了较快发展,在我国经济中的地位也有了较大提高。但沿边省区仍面临着基础条件较差,经济发展相对落后等问题。研究发现,沿边省区创新驱动力仍然不足,人民生活条件仍相对落后,虽然拥有较为丰富的能源储备,但面临的环境污染压力较大,难以实现区域协调可持续发展。针对以上问题,本文认为,沿边省区要尽快构建成熟产业链,加快产业转型升级,实现可持续发展;要加快基础设施建设与平台建设,加大对沿边开发开放的政策支持力度;要加大创新投入,提高科技创新能力,加快人才体系建设。The report of the 19th National Congress of the Communist Party of China pointed out that China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development.With the implementation of various policies to promote the development of the border economy,the border provinces and regions have achieved rapid economic development and their status in China’s economy has also been greatly improved.However,the border provinces still face problems such as poor basic conditions and relatively backward economic development.The study found that the driving force for innovation in the border provinces is still insufficient,and the living conditions of the people are still relatively backward although they have relatively abundant energy reserves,they are faced with great pressure from environmental pollution,and it is difficult to achieve coordinated and sustainable regional development.For the above problems,this paper believes that the border provinces and regions should build a mature industrial chain as soon as possible,accelerate industrial transformation and upgrading,and achieve sustainable development;it is necessary to accelerate infrastructure construction and platform construction,and increase policy support for border development and opening up;and it is necessary to increase investment in innovation,improve scientific and technological innovation capabilities,and speed up the construction of the talent system.
