“三区三州”生态渔业扶贫模式与高质量发展路径研究

摘　　要：“三区三州”是我国脱贫攻坚战役的西部深度贫困区。近年在国家和有关部门的多举推动下“三区三州”将生态渔业与脱贫攻坚融合发展,探索出“大型水库生态养殖”“人放天养生态放养”“土著鱼类增殖修复”“稻渔综合生态种养”“循环节水生态养殖”“多产融合休闲渔业”等生态渔业扶贫模式,取得良好的产业扶贫成效,对促进乡村振兴、建设小康社会有重要作用。但在基础建设、科研创新、装备技术、人才培养、品质提升、产品推广、品牌建设等方面仍有待加强。笔者通过实地调研“三区三州”生态渔业扶贫模式并总结其发展经验,提出“三区三州”生态渔业高质量发展路径,为稳固脱贫攻坚成果提供参考。"Three districts and three prefectures" are the deep poverty areas in the west of China’s poverty alleviation campaign. In recent years, ecological fisheries and poverty alleviation have been integrated and developed, and "large-scale reservoir ecological breeding", "human-free ecological breeding" and "indigenous fish breeding" have been explored. Ecological fishery poverty alleviation models such as “rice and fishery integrated ecological planting and breeding”, “circulating watersaving ecological breeding”, and “multi-productive integration of recreational fishery” have achieved good industrial poverty alleviation results, which are important for promoting rural revitalization and building a moderately prosperous society effect. It still needs to be strengthened in infrastructure construction, scientific research innovation, equipment technology, talent training, quality improvement, product promotion, and brand building. Based on above, the high-quality development path of ecological fishery in the "three districts and three states" is proposed to provide a reference for stabilizing the achievements of poverty alleviation.
