摘 要:在海洋渔业资源日趋衰竭的严峻形势下,研究其利用强度的演化与影响因素具有重要的理论与实践意义。首先分产业计算得到中国海洋渔业产值,在此基础上测算2007-2019年中国海洋渔业资源利用强度,并研究其时空演化过程,海洋渔业资源利用强度虽偶有波动,但总体上大幅度下降,产业资源利用强度由高到低分别为第三、一、二产业,沿海地区之间海洋资源利用强度及变化趋势存在差异。其次运用Kaya恒等式思想和LMDI方法对海洋渔业资源利用强度进行因素分解,发现技术进步是促进海洋渔业资源利用强度不断下降的主要原因,产业结构小幅度抑制了资源利用效率提升,经济规模扩张则先抑制后推动了海洋渔业资源利用效率的提升。最后针对海洋渔业资源利用的现存问题,基于实证结果提出政策建议。Under the severe situation of increasingly depleted marine fishery resources, it is of great theoretical and practical significance to study the evolution and influencing factors of marine fishery resources utilization intensity. Firstly, the output value of China’s marine fishery is calculated by industry. On this basis, the utilization intensity of Chinese marine fishery resources from 2007 to 2019 is calculated. The spatial-temporal evolution is studied. Although the utilization intensity of marine fishery resources fluctuates occasionally, it generally shows a downward trend. The utilization intensity of industrial resources from high to low is the tertiary, primary and secondary industries respectively, There are differences in the utilization intensity and change trend of marine resources between coastal areas. Secondly, using Kaya identities and LMDI method to decompose the utilization intensity of marine fishery resources, it is found that technological progress is the main reason for the continuous decline in the utilization intensity. The industrial structure slightly inhibited the improvement of resource utilization efficiency. The economy scale expansion has firstly suppressed and then promoted the decline of intensity. Finally, according to the empirical results, suggestions are proposed to solve the existing problems of marine fishery resources utilization.
