摘 要:我国近海捕捞业经营主体历经多次变革,是海洋渔业高质量发展的重要表征。文章对我国重要渔区舟山普陀区和威海荣成市的渔业经营主体演变历程进行对比考察,研究发现,“一船一经营单位”的“小、散”经营主体已经成为影响海洋渔业高质量发展的制约因素。借鉴荣成近海捕捞渔业持续发展经验,提出企业化改革是近海捕捞经营体制改革的基本方向,过程中应确保渔船现有股东、渔民的利益,引导国有企业、国有资本牵头组建现代渔业企业,实施产业链纵向整合和多元化经营。The main body of the offshore fishing industry in China has undergone many changes,which is an important indicator of the high-quality development of marine fisheries. This paper conducts a comparative investigation on the evolution of the fishery management entities in China’s important fishing areas in Putuo District of Zhoushan and Rongcheng City of Weihai. It is found that the offshore fishing industry in Putuo District is dominated by the “small and scattered” management entities of “one vessel, one management unit”. It has become an institutional bottleneck for the highquality development of fisheries. Drawing lessons from Rongcheng’s experience in the sustainable development of offshore fishing and fisheries, it is proposed that corporate reform is the basic direction of the reform of the offshore fishing management system. In the process, the interests of existing shareholders and fishermen of fishing vessels should be ensured, and state-owned enterprises and state-owned capital should be guided to lead the establishment of modern fishery enterprises, at the same time, vertical integration and diversified operation of the industrial chain should be carried out.
