烟台市蓬莱区海洋渔业产业结构评价分析

摘　　要：为促进海洋经济高速发展,我国在“十三五”规划中提出建设海洋强国的战略计划,并将山东省列为海洋经济发展核心地区,全面支持山东省发展海洋经济。蓬莱区作为临海县城,渔业资源丰富,政府大力发展海洋捕捞,导致渔业资源的过度开发、同时区域内海洋环境污染加重,现阶段渔业产业发展脚步出现停滞,渔民收入增长率停滞甚至下降,渔民收入和渔业从业人数减少。本文以渔业产业相关理论为支撑,利用动态偏离份额分析法,以收集的数据来计算份额分量、结构偏差份额、竞争力份额,得到相应的数据分析结果,对蓬莱区现阶段渔业产业结构进行评价,在现有渔业资源的基础上,建议调整渔业产业现有结构组成,规范渔业资源使用合理性、适度性,以促进蓬莱区海洋渔业产业的健康稳定发展。In order to promote the rapid development of marine economy, China put forward the strategic plan of building a marine power in the 13th Five Year Plan, and listed Shandong Province as the core area of marine economic development to fully support the development of marine economy in Shandong Province. As a coastal county, Penglai District is rich in fishery resources. The government’s vigorous development of marine fishing has led to the overexploitation of fishery resources and the aggravation of marine environmental pollution in the region. At this stage, the development pace of fishery industry has stagnated, the growth rate of fishermen’s income has stagnated or even decreased, and the income of fishermen and the number of fishery employees have decreased. Based on the relevant theories of fishery industry and the theoretical research, this paper uses the dynamic deviation share analysis method to calculate the share component, structural deviation share and competitiveness share with the collected data, obtains the corresponding data analysis results, and evaluates the current fishery industrial structure in Penglai District. It suggests adjusting the existing structure composition of fishery industry and standardizing the rationality and appropriateness of the use of fishery resources on the basis of existing fishery resources, to promote the healthy and stable development of marine fishery industry in Penglai District.
