机关运行保障的科技赋能:基本面向、现实困境与可能路径

摘　　要：科学技术改变着机关事务管理的理念和运作模式,逐步展现出支撑机关运行的保障性工具优势。但是,机械式技术追求、技术悬浮闲置、资产理性浪费、科技支撑后劲不足的现实困厄,禁锢了节约型机关理念下的高质量运行保障愿景,制约着机关运行保障的现代化转型进程。为了更好地推进机关运行保障的科技赋能,可以尝试从以下几方面化解阻滞问题:资产运作方面,建设一体化平台统筹资源投入,有效节约成本;资源供给方面,兼顾运行保障的内外部市场,充分盘活社会资源;服务改进方面,延展运行保障的技术链条,强化保障专业性;同时,注重专业人才培养,应对潜在风险。Science and technology are changing the concept and operational mode of administrative affairs management and gradually showing its advantage as a supporting tool of administrative affairs management.But the practical difficulties of mechanical technology pursuit,suspended and idle technology,rational waste of assets,and insufficient technology support have restricted the vision of high-quality administrative affairs management under the practice of economizing government construction,and restricted the modernization transformation of the role and function of administrative affairs management.In order to promote the process of science and technology enabling administrative affairs management,we can try to solve the related problems from the perspective of integrating internal and external markets.In terms of asset operation,we should coordinate resource input through the construction of an integrated platform to effectively save costs.In terms of resource supply,we should take into account the internal and external market of operation security and fully revitalize social resources.In terms of service improvement,we should extend the technical chain of government operation support and strengthen the professionalism of services.Meanwhile,attention should be paid to the training of professionals to deal with potential risks.
