摘　　要：近年来,生物威胁事件的增多,全球化和大国冲突性质的变化以及生物技术的快速发展,都成为推动世界各国深度参与生物安全问题的重要诱因。现阶段,国际社会在生物试剂与生物武器安全、生物多样性、生物技术安全和传染病生物安全等领域都实现了重大突破,形成了以核威胁倡议等国际组织和主权国家共同治理的总体架构。但从长远来看,生物安全问题的全球治理仍存在着主权国家之间欠缺政治合作、生物安全全球治理机制仍不完善以及国际社会对调查未知生物事件能力不足等亟待解决的问题。在此背景下,中国要以《生物安全法》为基础、以生物安全治理机制为基石、以人类命运共同体为基点,推动生物安全全球治理深层次发展。In recent years,the increase in biological threat incidents,globalization and changes in the nature of conflicts between major powers,and the rapid development of biotechnology have all become important incentives for countries around the world to participate in biosecurity issues in depth.At this stage,the international community has achieved major breakthroughs in the fields of biological reagents and biological weapons safety,biodiversity,biotechnology safety,and infectious disease biosafety,and has formed an overall structure of joint governance by international organizations such as the Nuclear Threat Initiative and sovereign states.However,in the long run,the global governance of biosecurity issues still has problems that need to be solved urgently,such as the lack of political cooperation among sovereign states,the incomplete global governance mechanism of biosecurity,and the insufficient ability of the international community to investigate unknown biological events.In this context,China should take the Biosecurity Law as the foundation,the biosecurity governance mechanism as the cornerstone,and the community with a shared future for mankind as the starting point to promote the in-depth development of global governance of biosecurity.
