新时代中国特色干部教育体系的历史变迁与发展前瞻——基于7份全国干部(教育)培训规划政策文本分析

摘　　要：新时代中国特色干部教育体系是全面推进干部教育培训工作的保障。梳理1983年以来干部培训规划政策,将新时代中国特色干部教育体系分为五个阶段。立足党的干部教育培训进行顶层设计的7份阶段性规划文件,以内容分析法为研究工具,构建了政策分析框架。通过分析发现,政策工具组合逐渐优化、政策要素不断完善和政策价值回归到人本身。面对“十四五”形势变化,要以激励工具为抓手,促进干部培训体系落地执行;加强培训评价政策供给,注重培训效果;坚持立德为先,提升干部素质发展。The leadership education system with Chinese characteristics for the new era serves as guarantee for comprehensively promoting executive leadership education and training. The leadership education system with Chinese characteristics for the new era can be divided into five stages by reviewing the leadership training planning policies since 1983. Based on the planning documents on top-level design for the Party leadership education and training in 7 phases, and using content analysis as its research tool, this paper formulates a policy analysis framework. The analysis concludes that the portfolio of policy tools has been gradually optimized, the policy factors have constantly improved, and the policy value tends to come down to people as an individual. In the face of constant changing landscape during the 14th Five-Year Plan period, we should make use of incentive tools to promote full implementation of the leadership training system, strengthen the supply of appraisal policies for the training, focusing on training effects, give priority to cultivating integrity to improve the leadership quality.
