摘　　要：促进区域要素流动是我国实现区域协调发展、完善空间治理的主要任务之一。国土空间规划承载着优化国土空间格局、提升国家治理能力的核心使命,是实现区域要素有序流动和高效集聚的重要政策工具。文章在梳理区域要素流动和国土空间规划内在逻辑关联的基础上,从发挥规划战略引领的角度,对区域空间、城乡空间、城市空间、城市内部空间4个层级中的要素流动与集聚提出了国土空间规划的响应战略;从治理路径的角度,在产权激励、资产效应、刚柔并济、公正前置4个方面构建了促进区域要素有序流动和高效集聚的规划实现路径,以期为社会主义发展新阶段国土空间规划的编制、实施、管理提供逻辑和路径参考,助力国家实现城乡融合发展与共同富裕的总目标。Promoting the flow of regional elements is a major mission of achieving integrated regional development and improving spatial governance,and territory spatial planning is an important policy tool for the realization of above visions.The paper summarizes the internal logic between the flow of regional elements and territory spatial planning,proposes planning strategies from four spatial levels:region,city and country,urban space,and inner urban space;and governing paths based on incentive property rights,capital effects,rigid-flexible integration,and equitable preconditions.It provides a crucial reference for the logic and paths of the compilation,implementation,and management of territory spatial planning in the new era.
