摘  要:当前我国城镇建设用地增速已显著放缓,用地的供给结构出现明显调整。在产业结构升级、居民生活需求多元化的背景下,加快城市存量建设用地的再利用意义重大。但当前城市存量建设用地再利用存在国家层面的制度设计、存量用地盘活的配套机制及政策欠缺等诸多问题。基于此,文章提出以城市更新工作统筹存量建设用地再利用,在区域、城市层面建立相关配套机制,发挥政府的平台作用,并将存量建设用地指标管理纳入政府绩效考核制度等建议。Currently,China’s growth rate in urban construction land has slowed down significantly,and the land supply structure has profoundly changed.With the upgrading of the industrial structure and the diversification of people’s living requirements,it is critical to expedite urban stock construction land redevelopment.However,there are still problems such as a lack of system design at the national level,as well as a lack of supporting mechanisms and policies for the revitalization of stock land.Therefore,this article proposes employing urban renewal to coordinate the reuse of stock construction land and establish supportive mechanisms at the regional and urban levels.Meanwhile,the government should play an essential role as a platform and include stock construction land quota management into the government performance appraisal system.
