摘　　要：在数据作为生产要素价值释放的进程中,监管导向的数据稽查是兼顾数据增值的数据安全保障。然而,数据稽查的概念内涵、基本原则和实施方式还亟待讨论。对比土地、劳动力、资本、技术等传统生产要素治理过程中的监管模式和稽查手段,数据要素的共性和特性决定了数据稽查应具有方式具体、事后追究、对象明确和技术依赖的特征。在此基础上形成的数据稽查机制架构包括宏观与微观两个层面,嵌入数据价值产生的过程,对数据稽查机制的进一步研究奠定了基础。In the process of unlocking the value of data as a production factor,supervising-oriented data checking is a data security guarantee that takes into account the value added by data.However,the conceptual connotations,basic principles and implementary methods of data checking are yet to be urgently discussed.Compared with the supervising model and checking tools in the governance process of traditional production factors such as land,labor,capital and technology,the commonalities and individualities of the data factor determine that data checking should have the characteristics of specific approach,post-event investigation,clear target,technology dependence.The data checking mechanism framework formed on the characteristics includes both macro and micro levels,embedded in the process of data value generation,and lays the foundation for further research on the data checking mechanism.
