摘　　要：我国富煤、贫油、少气的能源结构决定了煤炭长期是我国能源安全的压舱石,煤炭产业安全是我国能源安全的基石。分析了盲目“去煤化”、需求端不确定性等对煤炭产业发展的不良影响,以及煤炭行业面临的资源保障不足、煤矿智能化关键技术与装备仍需突破和从业人员年龄偏大等挑战。阐述了煤炭产业安全的内涵,认为煤炭产业安全是国家能源安全和经济安全的重要组成部分,煤炭产业安全要素主要体现在资源地质安全、生产安全、供给安全和生态安全等主要方面;同时阐明煤矿智能化发展对煤炭产业安全的有效支撑作用。从基础体系、产业链自主技术与装备体系和煤炭转化利用自主技术体系3个主要方面,对构建自主可控煤炭产业安全体系进行了全面而深刻的阐释。China's energy structure with rich coal,poor oil and little gas determines that coal will be the ballast of China's energy security in a long term,and the safety of the coal industry is the cornerstone of China's energy security.This paper analyzes the adverse effects of blindly abandoning coal,demand-side uncertainty and other problems on the safe and stable development of coal industry and the challenges faced by the coal industry,including that resource guarantee is insufficient,the key technologies and equipment of coal mine intellectualization still need to be broken through,and the employees are too old,expounds the connotation of coal industry safety,and believes that coal industry safety is an important part of national energy security and economic security.The safety elements of coal industry are mainly reflected in resource geological safety,production safety,supply safety,ecological environment safety,and clarifies the effective support of the intelligent development of coal mine to the safety of coal industry,and comprehensively and profoundly explains the main contents of building an independent and controllable coal industry safety system from three main aspects:the basic system,the independent technology and equipment system of the industrial chain,and the independent technology system of coal conversion and utilization,and deeply elaborates the construction of the independent and controllable coal industry safety system.
