摘　　要：根据伦理学的一般分类,结合中国公共管理伦理的内在特质,可将新时代中国特色公共管理伦理的逻辑结构抽象为三个主要维度。一是作为公共管理规范伦理体系之底层逻辑的“基础—引领型”伦理,主要包含人民性伦理、效能助推型伦理、改革进取型伦理等内容;二是作为公共管理伦理之具体规范体系的“公共—应然型”伦理,主要包含“公利—获得感型”责任伦理,多元、体系化的交往伦理,“全面”“从严”式的廉洁伦理等维度;三是作为公共管理伦理之主体要求的“主体—美德型”德性伦理,主要包含动力供给型德性伦理、方向规范型德性伦理、人格形塑型德性伦理等构件。新时代公共管理伦理内生于党的伦理指引,也与时代的善观念及价值需求密不可分,其通过规范伦理与德性伦理之间的系统互动,为中国公共管理效能的生成提供了有效的伦理支撑。According to the general classification of ethics and the inherent characteristics of Chinese public management ethics,the logical structure of Chinese public management ethics in the new era can be abstracted into three main dimensions.First comes the"foundation-leading"ethics,which is the bottom logic of the ethics system of public management norms.It mainly includes the ethics of people,the ethics of efficiency boosting,the ethics of reform and enterprise,etc.Second is the"public-ought to be"ethics,which is the specific normative system of public management ethics.It mainly includes such dimensions as the"public interest-sense of gain"responsibility ethics,the pluralistic and systematic communication ethics,the"comprehensive"and"strict"honesty ethics or the like.Third is the"subject-virtue type"moral ethics.As the subject requirement of public management ethics,it mainly includes"motivation supply type"moral ethics,"direction guiding type"moral ethics,"personality shaping"type moral ethics and other components.The public management ethics of the new era is derived from the ethical guidance of the Party and is inseparable from the good concept and value demand of the era.Through the systematic interaction between normative ethics and virtue ethics,it provides effective ethical support for the generation of Chinese public management efficiency.
